While clarifying that the notice is subject to any transitional arrangement which may be agreed (extending the application of EU rules in the UK beyond the official withdrawal date of 30 March 2019), the notice identifies the WIPO Copyright Treaty and the WTO TRIPS agreement as the two primary texts of relevance to publishers. The Commission also underlines which EU legislation will no longer apply, including the orphan works Directive, the portability Regulation and the recently adopted Directive on the Access to published works for persons who are blind, visually Impaired or otherwise print disabled.
