IPA’s delegation included IPA President Gvantsa Jobava (Georgia), IPA Vice President Giovanni Hoepli (Italy), Jessica Sänger (Germany), Anne Bergman-Tahon (Europe), Catherine Blache (France) As per previous meetings, the agenda was set to look at the proposal for a Broadcasting Treaty, limitations and exceptions to copyright for libraries, archives, museums, and educational institutions as well as people with disabilities. Other items included copyright in the digital age, proposals for studies on remuneration rights for audiovisual authors and performers, as well as the rights of theatre directors.  Some new proposals were put forward during the week.

The Broadcasting Treaty, under negotiation for over 25 years, continues with mounting pressure to finalise discussions and move to a Diplomatic Conference or to drop the item completely.

Limitations and Exceptions featured new proposals but little agreement. A draft toolkit on Access (following the toolkit on preservation) will be made available before the end of the year and open to comments by Member States.

An AI Information Session looking at visibility, transparency, licensing and remuneration was held on the Thursday afternoon which covered a range of perspectives on the issue.

Overall, the week was fragmented, with Member State divergence on a number of issues and views on the best way forward. Observers were no longer able to listen in to informal discussions ( a previous tradition on the understanding of no reporting on the discussions) and the plenary chamber sat empty for most of the final day with discussions and negotiations lasting until 2am.

The week closed with a new study on policy or regulatory approaches to the relationship between AI training and copyright being proposed and accepted for development as well as the study on audiovisual authors (but not performers) remuneration rights being allowed to proceed.  On limitations and exceptions the chair’s summary focussed mainly on re-establishing the documents which form the basis of discussions.
