The royal decree on licenses for generative artificial intelligence (AI) was withdrawn by the Ministry of Culture amid a lack of consensus by the cultural sector in a public consultation ending on December 10, 2024. Instead, a process of dialogue with the cultural sector seeks to address the challenges posed by AI in protecting the rights of creators.
Different organisations of authors, artists and cultural workers from the audiovisual, book and performing arts sector expressed their opposition to a regulation which would allow for extended collective licenses to misuse artistic and literary works to train AI models. This led to slogans like “Not like this”, by which different organisations conveyed their concern to the Ministry of Culture, demanding a withdrawal of all illegal AI models on the market and recognition of financial compensation for illicit past uses of art and literary works by AI companies in their AI training.
