The core of this new strategy consists of three phases:
- Continuous Monitoring: The first step involves the continuous monitoring of counterfeit websites, allowing for extensive coverage across all editorial genres and identifying the primary pirate sites targeting the book sector.
- Pre-Litigation Actions: The second step aims to initiate pre-litigation actions against the most harmful sites.
- Legal Action: The third step involves taking legal action against these sites to limit or even prevent access to them.
In addition to these pre-litigation and litigation efforts, a notification service for title removal and delisting will remain in place. Publishers contributing to SCAPIN will be able to place specific titles from their catalogues under special monitoring, determined by their level of participation in financing the scheme.
SNE has chosen to focus its efforts on the most active counterfeit sites, building on previous successes against platforms like Z-Library and Japscan. This initiative will encompass all catalogues, benefiting all publishers by closing down the most active counterfeit sites.
