IPA member, the Turkish Publishers Association (TPA), generously hosted this year’s third Educational Publishers Forum. The Forum was attended by IPA’s Secretary General, José Borghino, who presented a draft document for an IPA-EPF Strategy for 2026-2028, which was accepted by the meeting. Borghino also provided legislation and policy updates, including a report on IPA’s participation at WIPO’s Standing Committee on Copyright and Related Rights (SCCR) for broader policy exceptions for education.
The TPA presented a comprehensive summary of market conditions and current challenges. TPA also highlighted that, following a total curriculum change in 2024, Turkish publishers have been struggling to produce books in time for the new school year, a challenge that is hitting small publishers especially hard.
Secretary General of Fondazione LIA, Christina Mussinelli, briefly explained the application and scope of the European Accessibility Act (EAA), which entered into force on 28 June 2025. Finally, the forum shared perspectives on AI, which is already being implemented in many classrooms as a diagnostic assessment tool, and emphasized the importance of a “human-in-the-loop publication model”. Forum participants also discussed the AI Act, part of the EU’s digital legislative framework that includes guidelines for AI in education.
